   INFORMATION COMMUNICATION TECHNOLOGY DEPARTMENT
  

  ENGR. WAHAB KOLAWOLE JIMOH, MNSE, MNCS,

Engr. Wahab Kolawole Jimoh was born on the 10th of June, 1952 in Offa, Kwara State. He attended XT.  African Primary School, Offa between 1958 and 1964. He was at Offa Grammar School, Offa, between  1965 and 1971 for both O/L and A/L certificates in that order.

 Between 1972 and 1975, He was at the Ahmadu Bello University, Zaria where he graduated with a  Bachelor of Science Degree in Electrical Engineering. He later proceeded to the University of Manchester, Institute of Science and Technology, Manchester, with Specialisation in Computer Application in Power Engineering.

A full Corporate Member of the Nigerian Society of Engineers (NSE), Full Corporate Member of Nigerian Computer Society (NCS) and a Fully Registered Engineer with the Council for the Registration of Engineering in Nigeria (COREN).

Engr. Jimoh started out as an Assistant Lecturer with the then Kwara State College of Technology, now Kwara State Polytechnic, Ilorin and rose to the rank of Principal lecturer and Head of Department, Electrical Engineering.

He joined the Federal Civil Service and worked in the Department of National Civic Registration (DNCR) of the Ministry of Interior as Chief Engineer/Head of Computer Services, Assistant Director (Computer and Engineering Services) and Deputy Director (Computer and Engineering Services). He became substantive Director of the Department of National Civic Registration in 2006.

He is currently the Director (Information and Communication Technology) in the Federal Ministry of Science and Technology.

His hobbies include reading, travelling and photography.


 

The ICT Department is one of the Seven (7) Departments of the Federal Ministry of Science and  Technology. Holistically, the department will be dealing with major Concepts, Developments,   Specifications, Standards, and Managerial implications involved in Computer Hardware, Software,  Systems Networks, Telecommunications and Technologies used in Computer-based Information system.

 The specific responsibilities of the department include the following:

  1. Establishment and Administration of functional and reliable computer networks and Internet connectivity for Ministry;
  2. Supervision of the implementation of National ICT Policy;
  3. Establishment , coordination and maintenance of a standard portal that will facilitate access to Research and Development (R&D) activities and other relevant information in the Science and Technology Sector;
  4. Maintenance of adequate ICT resources for the Ministry;
  5. Coordination and supervision of ICT programs and projects of the Ministry;
  6. Representing the Ministry in Inter-Ministerial, regional and international committees on ICT development and other related matters;
  7. Participation in the establishment of ICT Park, ICT Institutes and other multi-task Public Private Partnership (PPP) initiatives;
  8. Providing standards and specifications as well as leadership in the acquisition and implementation of ICT systems for the computerization of the Ministry’s operations;
  9. Providing inputs for periodic review of National ICT Policy;
  10. Representing the Ministry in Local and International ICT-related Conferences, Summit, Seminars and Workshops such as CTO, eNigeria, WSIS,  etc..
  11. Liaise with International and regional ICT organizations such as ITU, NEPAD, Microsoft, Oracle, Cisco etc in order to foster and promote national ICT development as well as keeping abreast with new developments;
  12. Ensuring that the Ministry’s activities are ultimately IT driven.
  13. Organizing, coordinating and carrying out ICT capacity building programmes for efficient, effective and timely service delivery.
  14. Administering, maintaining, upgrading and expanding the  existing IT network facilities to meeting the increasing needs of the Ministry;
  15. Supervision and oversight functions over the Ministry’s implementing Parastatal/Agencies such as NITDA and NIGCOMSAT to ensure coordinated ICT policy implementation;
  16. Making  recommendations for Outsourcing of ICT specialized requirements of Ministry;
  17. Oversee the implementation of all ICT engineering infrastructure and development of Software applications to enhance e-government activities of the Ministry;
  18. Provision of effective Administration of the Ministry’s website through content development and periodic updating;
  19. Establish, operate and maintain  standard ICT Resource Centre and Databank for the Ministry;
  20. Facilitation of Public Services ICT integration and harmonization;
  21. Carrying out periodic performance evaluation of the Ministry’s ICT-based Parastatal/Agencies to ascertain their level of attainment of National Policy objectives.

The ICT Department is made up of two divisions namely:-

  • Management Information System (MIS)
  • Technical Services (TS)

 Management Information System Division

The MIS Division is responsible for the following functions:-

  • Database Administration.
  • Designing, Recommending, and Coordinating relevant ICT training for the staff of the Ministry.
  • Keeping log of the Ministry’s ICT operational status with a view to enhancing the performance.
  • Providing advice on all aspects of Computer Software development and acquisition.
  • Responsible for data preparation, input, processing, analysis and presentation;
  • Ensuring proper documentation of all data/information;
  • Identify the ICT training needs of the Ministry’s staff;
  • Responsible for the coordination of software development, standardization and testing;
  • Designing, upgrading and maintaining of the Ministry’s portal.
  • Cooperate with bilateral and multilateral Agencies (NEPAD, Africa e-Commission, WSIS, WATU, Commonwealth, ECOWAS, etc.) on ICT matters.
  • Carrying out user requirement analysis for IT applications.
  • Carrying out electronic filing (storage) of relevant documents and information of the Ministry.
