The Hon. Minister of science and technology was born on the 4th of January, 1949 in the village of Ikweghwu in Agharho, located in Ugheli North Local Government in Delta State.
She attended Our Lady of Apostle College Ijebu-Ode, Ogun state between 1962 and 1966.
She later proceeded to Federal Government College Warri 1967-1968. She was admitted to the University of Lagos in 1967 and graduated with B.sc in zoology in 1972. She also did a certificate course in Fisheries Management and technology in Hull England in 1979.
She is distinguished alumnus of National Institute of policy and strategic studies, Kuru Jos.
Chief Mrs. Grace Ekpiwhere, mni, started out as a fisheries Officer in the old Bendel State and rose through the rank to the position of Director, Women Affairs in the Governor’s Office. When Delta was carved out of the old Bendel state in 1990, she served as the First Executive Secretary, State commission for Woman, Delta state from 1991-1993.
She served as Director-General, Women Commission, Delta State, Director-General Directorate of Government parastatals, Military Governor’s Office Delta State, 1997-1998, permanent Secretary, Directorate of Establishment and Pensions, Delta State from January 1999 to November 2000.
She was permanent Secretary, Ministry of Agriculture and Natural Resources, between November2000 to May2001 as well as Permanent Secretary, Delta Ministry of Housing from May2001 to March 2002. She was appointed Head of Service (HOS) in March 2003, a position she held till May 2007 when she was appointed Chairman, Civil Service Commission (COC).
She also had the privilege of being the chairman, State government committee on Ghost workers/cash payment of salaries as well as Chairman, State Government Committee on Housing Fund Deductions.
The last position she was before her present ministerial position is Chairman Delta State Civil Service Commission.
