The Physical and Life Sciences  Department is to apply scientific and Technological tools to enunciate, analyze, coordinate and monitor appropriate R & D policies, action plans and programmes as well as linkages aimed at adequate exploitation of the biological, earth and physical systems for the benefit of the Nigerian populace and the global community. 

This Department shall develop appropriate policies, guidelines and programmes to facilitate the commercialization of advanced technology in Agriculture, Space, Energy, Environment, Industry, Medicine, Pharmacy and other entrepreneurial endeavours

• Formulation of appropriate policies in the Physical and Life Sciences.
• Formulation of appropriate policies on IPR, Sui-Generis, Quality Assurance and Traditional knowledge Systems for the enhancement of the social-economic status of the indigenous communities.
• Monitoring and Coordination of R & D findings in Space Technology.
• Monitoring and Coordination of R & D findings in Earth Sciences
• Monitoring and Coordination of R & D findings in Bioresources
• Monitoring and Coordination of R & D findings in Health Sciences
• Monitoring and Coordination of R & D findings in Natural Medicine and Traditional knowledge systems.
• Formulation and Promotion of appropriate guidelines on conservation, utilization, development and commercialization of Bioresources.
• Active participation in international protocols and conventions ratified by Nigeria
• Promote, encourage and monitor the local production of drugs, vaccines and biological.
• Collaboration with local and international Agencies/Bodies in the implementation and execution of the Department’s mandates.
• Monitoring and Coordination of programmes and activities of parastatals under the purview of the Department viz; SHESTCO, NABDA, NASRDA, NNMDA and NITR.
• Organization and Participation in international and local workshops, seminars, meetings, technical forum etc. 

 He holds a Bachelor of Science Degree in Botany from the University of Nigeria Nssukka and a Master of  Education Technology in Rural Extension from the University of Ibadan 

 Mr. Ughasoro began his professional experience at the College of Technology Calabar (now The Polytechnic Calabar) in 1975. Later he was appointed by the College Governing Council as Assistant Lecturer with effect from 20th August 1976. While in the College he taught Biological Sciences and Technology/Environmental studies.

In August 1982 Mr. Ughasoro’s Services were transferred to the Federal Ministry of Science and Technology as a Principal Scientific Officer on Grade Level 12. Through gradual promotion in 1987, 1991, 1994 and 1999, he rose to the rank of Deputy Director GL 16. Within this period he gained tremendous administrative experience. .

Presently as the  Director, his duties have expanded and included policy formulation and implementation, supervision of research institutes and agencies directly under the purview of the Department of Physical and Life Sciences viz; National Space Research and Development Agency (NASRDA), National Biotechnology Development Agency (NABDA), Sheda Science and Technology Complex (SHESTCO), Nigerian Natural Medicine Development Agency (NNMDA) and the, National Institute for Trypanosomiasis Research (NITR).

As government representative, Mr. Ughasoro is most times nominated to serve as member or Chairman/Co-Chairmen of many negotiation committees, some of which include, membership of contact group of Clean Development Mechanism (CDM); sub-group leader in the second phase Water resources Water Policy Negotiations; member Committee of the Multilateral Fund for the Montreal Protocol on Ozone Depleting Substances, member, Expert group on Chemical Management for Persistent Organic Pollutants (POPs) member, Committee of the Gulf of Guinea Large Marine Ecosystem Project, Chairman Committee on the Formulation of Biopesticides, member National Committee on Sustainability Science; to mention just a few.

The Department supervises the following Parastatals of the Federal Ministry of Science and Technology, and also coordinates their policies alongside programmes implementation;
