DIRECTOR PRPA

 Dr. (Mrs) Unaogu Ijeoma Christiana, mni, was born on 2nd January; 1957.She is happily married with five  children. An indigene of Bende Local Government Area of Abia State.

 She did her London General Certificate of Education (GCE) in January, 1975. And she graduated with Bachelor  of Science (Microbiology) from University of Nigeria Nsukka (UNN) in June, 1979.
She also obtained her Master’s Degree in Microbiology from the same University in December, 1982. She  further proceeded and obtained her PhD (Microbiology) in May, 1993 from University of Nigeria Nsukka (UNN).

In 2003 she became a member of National Institute for policy and strategic studies (NIPSS) Kuru.
Her working experience started from the University of Nigeria Teaching Hospital, Enugu as a Lecturer from August, 1979 down to December, 1994 as a senior Lecturer in the School of Biological Sciences, Abia State University.

Until her appointment as a Director in August, 2008 she worked in various ministries as a deputy Director including Solid Minerals Development, Ministry of sport and Social Development, National Planning Commission, Federal Ministry of Justice, and Federal Ministry Of Health.

Special assignment undertaking by her included welfare Officer Directorate of Pilgrim (Christian), Member Technical Evaluation Committee (TEC) for the evaluation of Applications for USAID/Nigeria HIV/AIDS and TB programme 2004 and Programme coordinator Italian Initiative on e-Govt. for Development Grant Programme 2004 – 2006.
Her titles included Ladies of the Knight of St. Mulumba (1993), Jerusalem Pilgrim (JP)-1995 and Osodiemema – Amike Orlu (Imo State).

Her membership of Academic And Social Societies include Nigerian Society of Microbiology, Abia State University Women Association, Patron Ikeduru Women Association Abuja Branch, Inner Wheel Club Of Nsukka, Ulorji Women Association Eziama Ikeduru, Association Of Ladies Of Knight Of St. Mulumba, Association Of Alumni Of Alumni Of The National Institute(AANI).
Her Reseach Publication include the following: Pathogenicity Of Nocardia Transvalensis For Laboratory Mice, Experimental Aciononycetoma  due to Nocardia Transvalensis in Laboratory Mice, Pathogenicity of Stretomyces Griseus for Laboratory Mice , Experimental Mycetome due to Streptomyces griseus in Laboratory Mice, Incidence of Pulmomary Infection due to Norcadia Species in Nigeria, Occurrence Of Thermolhilic Actionmycetes in Natural Substrates in Nigeria, Occurrence Of Aerobic Pathogenic  Actionmyces in Natural Substrates in Nigeria, and Pulmonary Infection due to Streptomyces griseus.

The Research she completed include, Enzyme Profiles of mesophilic aerobic actionomycetes, Enzyme profiles of thermophilic aerobic actionmycetes, Mordification of Mcclung’s medium for enhance recovery of aerobic actionmycetes from clinical specimens, Pathognicity of Nocardiopsis dassonveilli for Laboratory mice, Occurrence of micromonospora Species from sputa of patients of bronchopulmonary  disorders, Thermoactionmycetes Vulgaris, Probable cases of hypersensitive preumonities due to thermophilic actionmycetes in Nigeria workforce.

The work and sedeminars/conference she attended include, the 4th world conference on women Beijing China (1995), programme Monotoring and Evaluation workshop,Leadership and Empowerment workshop for women(1998),Leadership Effectiveness Advanced Programme (LEPA)2006, and National workshop on Budget Implementation Standards  and Due Process Procedure for Capital Budget Utilization in the public Sector.

Her honour/Awards include, certificate of Honour by one Nigeria Family Forum an NGO (2001), Certificate for Academic Excellence by World Peace Mission (2004), Distinguished Nigerian Women of Merit by complete success magazine (2004) and 100 Nigerian Women Role Model Awards (2008).

Her hobbies are reading, travelling and playing of golf.

 Introduction

The Planning Research and Policy Analysis (PRPA) Department is, as usual, the hub of most of the key activities of the Ministry; as a result, the PRPA is an extremely busy department all the year round

ORGANIZATIONAL STRUCTURE

Until recently, the Department was made up of three divisions, but due to enormous volume of work of the divisions, it became necessary to request for the creation of a fourth division.  Presently, therefore, the following divisions have been proposed:

           Planning Division
           Research Division
           Policy and Linkages Division
           Bi-& Multilatéral Relations Division


Details of the organizational structure, the schedule of each desk officer is as follows:
  • The department is grossly understaffed both at the top and the middle cadre with only two Deputy Directors, one Assistant Director and one Assistant Chief.

  • One division (Bi- and Multi-lateral Relations) has no management staff at all, as a result the schedule of two divisions are merged into one and put under the Assistant director who has been in the Department much longer than the two Deputy Directors.

  • Three key top management and middle level officers namely, Mr. I. A. Bakori, Mr. E. A. Anyanwu and Mr. B. Mbahi, although are on the official staff list of the Department, are physically absent as indicated in the table A. above.

As usual with ‘PRS’ departments service wide, the Department handles quite a wide range of activities; the key functions may be outlined as follows:

Planning Division:

-  Departmental Admin. Matters,
-  Capital Budget/Rolling Plan Preparations,
-  National Council on Science and Technology (NCST) Matters,
-  Organisation of Meetings, Workshops & Conferences,
-  Liaising with the National Assembly,
-  Supervision of the National Centre for Technology Management (NACETEM).


Research Division:
-  Project Monitoring & Evaluation,
-  Compilation & Documentation of quarterly/annual reports of the Ministry and its parastatals,
-  Organisation of Annual Ministerial Press Briefing,
-  Supervision of the National Institute of Science Laboratory Technology (NISLT),
-  Research grant solicitation, sourcing & administration,
-  Collation of statistical data and their interpretation,
-  Federal Executive Council (FEC) Memos,
-  Organisation’s Operational and Management (OOMR),
-  (Moribond) Management of National S&T Risk Fund,
-  Library & Documentation,
-  Handling of Nigeria Economic Summit Group (NESG) issues.

Policy & Linkages Division:
-        Linkages with Research Institutes of other MDAs, Industries & Private Sector,
-        Linkages with National & International Scientific Organizations and the Educational Sector,
-        Linkages with NUC & Tertiary Institutions,
-        Linkages with other Federal & State MDAs,
-        Linkages with NPC especially on NEEDS, MDG & VISION 20-20/20
-        Linkages with SGF on NNVS & DIASPORA DAY

Bi- and Multilateral Division:
-        Coordination of Bilateral & Multilateral Organizational issues,
-        Handling of S&T Policy issues,
-        Settlement of Nigeria’s Obligation/debt to International Organisations,
-        Handling of HPAC/S&T matters,
-        Handling of African and Nigerian Academy of Sciences (AAS) issues.
